Shiloh District History


In the late 1960’s under the leadership of the late Bishop E. J. Taylor, Elder Arthur D. Hutchings, Pastor of the Trinity Church of God in Christ was appointed as District Superintendent of the newly formed Shiloh District within the Arizona Ecclesiastical Jurisdiction. Superintendent A.D. Hutching choose the name from the scripture of Genesis 44:10… “Until Shiloh come, and unto Him shall the gathering of the people be.” 

After prayerful consideration and consulting with Bishop E.J. Taylor & State Mother, Mother Ola H. Garner, Superintendent Hutchings selected the capable Missionary Willetta Randall (from Church #1) as the first District Missionary of Shiloh. Superintendent Hutchings and District Missionary Randall worked diligently to propel the district to new horizons.  When District Missionary Randall was elevated to State Supervisor of the Arizona Jurisdiction, Superintendent Hutchings then Selected Missionary Mary Harroway as her successor. She continued the kingdom work for the Shiloh District Women’s Department. District Missionary Harroway later resigned due to health reasons. Superintendent Hutchings then selected his capable wife, Missionary Marye A. Hutchings to serve as the Interim District Missionary. Superintendent A.D. Hutchings serve Shiloh District faithfully and integrally for nine years. He was called home to be with the Lord on November 4th, 1989.

In 1990, continuing with the tremendous legacy of Shiloh, the Elder Arthur Strong, Pastor of the Faith Tabernacle Church of God in Christ was chosen as the second successor and elevated to the office of Superintendent by the Late Bishop Felton King. Serving right by his side was the soft spoken but gifted, First Lady Kathy Strong. Under Superintendent Arthur Strong’s Leadership, the following District Missionaries served faithfully: The Late Supervisor Isabel Gipson as Interim District Missionary, Missionary Naomie James-Steward, Missionary Vanessa Relf, and Missionary Lorine Holman. During his tenure, Superintendent Strong selected the capable Pastor David C. McNeal to serve the office of District Administrative Assistant. The Shiloh District moved to higher heights under Superintendent Strong’s Leadership.

 In 2006, Superintendent Arthur Strong resigned, Shiloh needed leadership. The mantel fell on Elder David C. McNeal, Pastor of the Greater New Bethel Church of God in Christ who was elevated to Superintendent of Shiloh District by the Late Bishop LeRoy R. Anderson. Serving by his side amongst the great legacy of First Ladies was the gifted, anointed, and innovated Elect Lady Bj McNeal. Superintendent McNeal is the third in succession. The first act of Superintendent McNeal was in choosing a District Missionary. He selected the multi-talented and capable, Missionary Eva Gwen Sells to serve in the role after District Missionary Holeman’s resignation. Under this tremendous leader of Superintendent McNeal, He introduced the fellowship support services known as “Boost Night”.  Superintendent McNeal also served as Administrative Assistant to Bishop Harvey T. Young, Sr.

District Missionary Sells and Elect Lady Bj have worked to propel the Shiloh District Women’s Department with spirit-filled programs, amazing luncheons, and many more influential gatherings. Superintendent David and Elect BJ McNeal served Shiloh District faithfully. During the tenure of Superintendent McNeal, he promoted spiritual growth and development, serving with integrity, and truly living the standards of holiness. It was during Superintendent McNeal’s leadership that he elevated and promoted Pastor Archie Strong, Jr. to the role of Assistant Superintendent of the Shiloh District.  

 In 2021, after 15 great years of serve, Superintendent McNeal heard the call of God to resign as Superintendent of Shiloh District. Upon that decision, Shiloh needed leadership. After much prayer and consecration, the decision was made and approved by Jurisdictional Prelate, Bishop Harvey T. Young, Sr. to elevate Assistant Superintendent, Elder Archie Strong, Jr., Pastor of the Pentecostal Deliverance Church of God in Christ formerly known as Salt of the Earth Ministries Church of God in Christ to the office of Superintendent of the Shiloh District. Superintendent Strong serves as the fourth in succession. Serving by his side is the powerful, multitalented, and hard-working Elect Lady Mira L. Strong. 

 Since the shift of leader to Superintendent Strong, Shiloh District has experienced growth in many ways. One area of grown is with the adding of two new churches to the fellowship. The leaders and churches who have joined under Superintendent Strong’s leadership are Pastor Philip & Elect Lady Debra Carbin of the Greater White Rose Church of God in Christ (Blythe, CA) and Pastor Ronald R. McCray of the Tower of Deliverance Church of God in Christ (Phoenix, AZ). In 2023, Superintendent Strong elevated Pastor Philip D. Carbin to the office of District Executive Administrator. 

During Superintendent Strong’s leadership, Shiloh continues to serve the Greater Phoenix/California area with spirit-led programs, incredible fellowship opportunities, and Godly leadership. We are yet believing God to grow and prosper Shiloh. The legacy of Shiloh District will continue to live on for many years to come. The following Pastors thoroughly serve the Shiloh District:

Finally, The Shiloh District remembers that a great foundation was laid, a pathway was destined, and the legacy of great men and women who has caused Shiloh to be and remain strong in the power of the Lord. It is thru great leadership, the power of unity, and God’s divine direction that we continue to STAND ON THE WORD remembering that we truly are BETTER TOGETHER!!!
